PUBLIC REGISTERS - viewing a public register; click on the link for the 'public register' you wish to view - left hand side of this web page.

HACKNEY CARRIAGE - new applications and renewal of hackney carriage driver and vehicle licences are now completed using online applications, which are available through this web page.

PRIVATE HIRE - new applications and renewal of private hire driver and vehicle licences will be available for completion using online applications, available through this web page from February 2011

PERSONAL LICENCE LICENSING ACT 2003 - new applications and renewal of a personal licence can now be completed using the online applications process, which is available through this web page.

VEHICLE CHANGE - if you wish to change the vehicle currently licensed, application forms are available in hard copy format from the Licensing Team. The application form is also available in the general licensing web pages, please follow the links choosing the licence type required.

VEHICLE OWNERSHIP TRANSFER - if you wish to transfer the ownership of a licensed hackney carriage or private hire vehicle, application forms are available in hard copy format from the Licensing Team. The application form is also available on the general licensing web pages, please follow the links below choosing the licence type required.

Private Hire vehicle transfer of ownership

Please be aware that a transfer of ownership on a licensed hackney carriage or private hire vehicle must be completed within 14 days. Failure to complete this process within 14 days is an offence by virtue of the Local Government (Miscellaneous Provisions) Act 1976.

Please contact the Licensing Team to arrange an appointment to process any vehicle change or ownership transfer.

HOW TO MAKE AN ONLINE APPLICATION - You must have an email address and create a 'client account', before you can use online applications.

HOW TO SET UP A 'CLIENT ACCOUNT' AND PROCESS AN APPLICATION THROUGH 'LALPAC ENTERPRISE'

1. On the left hand side of this web page under the heading 'client account' click on the link 'create an online account' follow the prompts completing all sections in full and ensure you submit at the end of the process.

2. Once the 'client account' has been successfully submitted, you are returned to the opening web page in 'Lalpac Enterprise'.

3. An email will automatically be sent to the email address you provided. This contains your 'unique identification number'. This number is required when logging into your account.

4. Once your 'client account' has been set up and you have received your 'unique identification number', you can 'login' to your account - click 'login' at the top of the page in the grey bar.

5. You are now required to enter your personal security details, including the 'unique identification number'.

6. Once 'login' is successful you can choose from a range of licence options. Each option you select will provide a prompt on how to process the applicaton or renewal.

If you forget your personal security pin number or password, you need to:

• Click 'login' on the grey bar at the opening screen.

• Click on forgot your PIN or Password?

• You will be required to enter your date of birth, 'unique identification number' (which can be obtained by contacting the Licensing Team) and your e-mail address.

You will receive an e-mail with a temporary PIN and Password. You can then 'login' to your account using the temporary security details.

You are advised to change your temporary details as soon as possible. This can be done by choosing the option 'Change PIN and Password', under the heading 'client account' which is on the left hand side of this web page.

If you experience any problems or are unsure of the process then please visit Access Bolton on the Ground Floor at Bolton Town Hall. The Customer Service Officers based in Access Bolton can offer assistance registering your 'client account', completing your online application, verifying your documentation and processing payment. The Licensing Team, whose contact details are listed at the top and bottom of this page, can provide further assistance.

PAYMENTS can be made using one of the following methods - by telephone with a credit or debit card please telephone 01204 331634 and choose option 1, this facilitity is available between 8am and 6pm Monday to Friday. You can also visit Access Bolton in person and pay by cash or with a credit or debit card.
